Receiving - Unique Package Item IDs for New Jersey

We have added further support for unique package item IDs in New Jersey. These changes will allow operators in NJ to onboard with their own item IDs, saving them from relabeling 10s or 100s of thousands of items. It also lays the foundation for allowing users to input these IDs at receiving time.
