Improved CCRS File Downloads

Greenbits has updated the way Washington state CCRS file are generated. We improved the way files are created do only applicable updates or inserts are generated and the corresponding files applied. Specifically, this work focused on creating only the CCRS files that need to be generated based on the date range selected and updating Greenbits to distinguish between updates and inserts to data for products, inventory, and area. This should mean only the files you need to upload are generated and that we are reducing if not eliminating the common CCRS upload file errors you have been receiving.
