Dutchie Ecommerce: Potency-based concentrate limit option for MA; Chain Specials fix

Here's what's new in Dutchie Ecommerce:

• Massachusetts: Purchase limits for concentrates can now be enforced based on product weight (up to 5g) or product potency (up to 5000mg THC). The system uses weight by default. To use potency instead, go to Settings > Options > Compliance and check the box for Use product potency for concentrate limits.

• We’ve fixed an issue where expired Chain Specials continued to appear in the Promote tab in the Dutchie Admin Enterprise view.
