Cultivation: Bypass vegetative state for California

Cultivation users in California can now move plants through growth phases and have the integration report to Metrc as expected. The Vegetative phase will continue to be in use within Leaflogix, but only the Immature and Flowering phases will be reported to the state, as expected.
